		<description>I&#039;m happy to see that you&#039;re doing this.  I was at a talk by Greg Mortenson last week who knows that region very well.  (You no doubt know him from his book &quot;Three Cups of Tea&quot;.  He agrees that there should not be a surge, and I would have to trust that he knows a better way to deal with the situation - namely arbitration.  I certainly hope that this issue will be looked at carefully before the surge takes place.</description>
