I was at a talk by Greg Mortenson last week who knows that region very well. (You no doubt know him from his book "Three Cups of Tea". He agrees that there should not be a surge, and I would have to trust that he knows a better way to deal with the situation - namely arbitration. I certainly hope that this issue will be looked at carefully before the surge takes place. I'm happy to see that you're doing this.
